I think that it depends on the length of the cotton fibers. Cheaper cotton shirts are usually made with shorter cotton fibers. How they are woven is also a factor. I am having a terrible time with cotton shirts itching me - even after a dozen or more washes. However I have some Tori Richards shirts from Honolulu made with cotton lawn that feel like silk and are totally fine.
I have started to find that even 60 cotton / 40 rayon blend itch. Help
It depends on how they are processed. Regular (conventional) cotton t-shirts are washed with formaldehyde which affects shrinkage. For organic cotton tees, some do, some don't. I know that we pre-shrink ours only using hot water.
wool from sheep ... cotton from the cotton plant ....
If you mean a cotton plant or boll, the following link has some really good pictures. I'll try to find some cotton seed pictures, too.

School uniforms can be itchy for some individuals depending on the fabric and quality of the material used. It's best to choose uniforms made from soft, breathable, and comfortable fabrics to avoid itchiness. Washing uniforms before wearing them can also help soften the fabric and reduce any itchiness.
I'm not sure if you can wear cotton shirts, but you can wear a tank top with shorts
