It's not in hilly areas that the temperature is lower, it's on top of hills that the temperature is lower, and it is because it is colder the farther you are from the earth.

One of the reasons is that the heat radiations emitted by the earth's surface become weaker as we move away from earth's surface.

Electricity always seeks the shortest path to its final destination. On a mountain or tall hill, that is the shorter path than to a level plain. However, even on a level area you do not want to be the tallest object around and you definitely do not want to seek cover uder a tall tree for the same reaon.

Desert regions typically absorb water more frequently. Hilly areas on the other hand absorb the water but also retain it in plants.
