Light refraction is the simple answer. When light enters the water, it is travelling through a substance of different density (water is obviously denser than air). This means that it travels slower. This slowing effect effectively means that the light will take the quickest route through this substance with minimal deviation from it's original course. In this case, the light will enter the water at a shallow angle (from your point of view) and go through the water at a harsher angle due to the slowing effect. This means that to your eye, the object appears to be further away than it really is.
