Mass (~weight) is defined with reference to a particular platinum-iridium mass of 1kg held at the International Bureau of Weights and Measures, in France. Several prototype copies of this exist to provide traceability of measures. This is the definition of mass.

In older history, the kilogram was defined as the mass of a cube of water, 10cm each side, and this volume was the definition of the litre. The SI system does not recognize this as a primary unit - it is a derived unit. The kilogram itself has moved on from that time, and is now the specific mass referred to above.

So:- the litre is a derived unit, not an SI standard. It is a measure of volume - not weight (~mass).

No, liters do not measure weight. A liter is a measure of volume. The mass of a liter of something is going to depend upon the substance of which there is a liter; it is related by density:

density = mass / volume

→ mass = volume × density.
