An incandescent light bulb is your common household bulb. It is best identified by the presence of a filament (the thin piece of wire in the center of the glass bulb that glows when turned on.) The incandescent bulb's interior space is a vacuum (all the air is removed) so that the filament doesn't burn up. It produces a warm, slightly gold/yellow light. A "florescent" bulb, on the other hand, has no filament. It works by electrically exiting gas in a long tube creating a cool white light with almost the same color as the sun.

This varies widely between manufacturers, whether it's a "clear" bulb or a "frosted" bulb, and what type bulb as in incandescent, florescent , quartz, etc etc
The quick way if the bulb is flickering or out, replace if still flickering or out you need a new ballast!

That depends on the type of bulb AND on it's power usage. An old incandescent bulb of 100 watts uses about an amp, a 60 watt uses about a half amp. But a florescent bulb putting out the same light would consume about half the current, and a LED bulb would use less than half that.
