Yes.
When connected up to the battery or other source of electrical power,
and the switch turned to the ON position, the fan would spin just fine,
and would even oscillate from side to side if designed to do so.
But there would be not much point to it since, without air, the fan could not
blow air across anything, and even if it could, you could not feel it from inside
your space suit.
Due to the absence of air in outer space, it cannot blow air. However, if you are in a capsule with air that is in outer space, it is possible to blow air.
Countries work together on space projets because if just one did it might not work right.
Thermite has its own oxygen source so it can burn without an outer source of oxygen, including underwater and in the vacuum of space. However, I do doubt that thermite can burn in space, since space is quite cold. It would just depend in how far away from the Sun you are when you light the thermite.

In outer space, since there is no large mass nearby, the force of gravity on any reasonable test-mass is essentially zero. A fan would not keep you cool in space because since there's no air in outer space, there is no wind. If there's no wind, then the fan would be blowing nothing towards you.
The fan will work - but it will spin constantly - as it would have no data to rely on to regulate the temperature of the CPU.

No, kites need both wind and gravity to work.. and neither of those are in space.
Either the fan itself is bad or the fan sensor switch that tells the fan when to kick on is bad.
Is there power and ground to the fan? If there is replace the fan. If not jump the relay. I would start with the most simple check and that would be the fuse.

It is probably not a good idea to use an industrial fan in your house becasue they use a lot of power and and lot of space. It would proabably be too strong of a fan
