Inner city is the Orwellian name progressives give to "ghetto." And since liberals/progressives -- whatever they call themselves -- populate the major media, "inner city" proliferates the general media, but not in the street. There, of course, it's more like "hood" or ghetto. The reason these Orwellian do-gooders feel it's imperative to use inner city over ghetto is that they don't want to "stigmatize" black folk who predominate the ghetto, err, inner city.
