Most cities in the United States where planned out, rather than just developed over time. As a result their streets are usually laid out on a grid plan. A block refers to the area that is enclosed by a street on all 4 sides, basically each area of the grid that has been dissected by streets running perpendicular to each other.
Another way to look at a block is as the area you are in once you cross at an intersection and are on the sidewalk before you reach the next intersection.
As such, when Americans refer to something as being x, in this case 40, blocks away they mean that to reach this location, one must pass x, 40, of these areas that are enclosed by streets.
Some history books say the first American's crossed the Bering Strait from Asia to NA. If you speak to the Native Americans they will tell you they were here and have oral tradition-- or some may call them myths-- to support their claim.
In Scotland, people might say "nae" or "naw" to mean "no."

it depends on what you mean if you mean which state has Oregon on its own south & is thus situated directly north of Oregon then most people would probably say the state of Washington & indeed that is true but Idaho would also be correct on the other hand if you mean which state does Oregon have to its south & is thus situated directly south of Oregon then most people would probably say California as well as Nevada & again both would be correct but again so would Idaho also be yes that's right Idaho borders Oregon both to the north & to the south regardless of which way you mean the question not to mention the east & the west which are both also true because the snake river which the Idaho Oregon border follows wiggles in all directions
