A flagfall indicates a fixed starting fee. The usage originated from taxis where a flag would indicate if the taxi was occupied or not. Lowering the flag would start the taximeter from this fixed starting fee.
The old Rickshaw meters were very simple mechanical devices. They were in essence a mileage indicator that calculate a cost per mile. The same mechanical linkage that powers speedometer powered the meter. So factor in a cost per mile, a basic on off switch (flagfall) and you have your auto rickshaw meter.
