You'll have to define exactly what you mean by "true" wilderness. If you mean areas in which only human foot traffic is allowed - no machines, no development, no cars, no bicycles, no hunting, then yes, this is the definition of federal wilderness. On the other hand, if you mean that there has never, ever been any roads or machines in a certain area, then there is much less land that meets this critiera. If you further mean that the area of land must never have been affected by any kind of industrial air or water pollution, then probably not. If you mean an area in which humans have never entered, not even native Americans, then probably not. Your definition strongly affects the answer.
