There is no real difference, The northern jurisdiction uses wings up to signify their active 33rds. but most use the wings down. PHA and international use wings up

How does a plane fly even if it's weight is more than that of air?

A plane is held aloft by the pressure difference between the underneath of the wings (where the pressure is high) and the top of the wings (where the pressure is low). The pressure difference is caused by the forward movement of the plane which in turn forces air over and under the wings. The cross section shape of the wings means that the path of the air over the wings is longer than the path of the air under the wings.
