This phenomenon is known as the rain shadow effect. As moist air is forced to rise over a mountain range, it cools and releases precipitation on the windward side. By the time the air descends on the leeward side, it is drier and has lost much of its moisture, resulting in a drier climate on that side of the mountain range.

Older mountain ranges tend to have more signs of weathering and erosion compared to younger ones. Geological dating techniques can also be used to determine the age of a mountain range.

Eastern Brazil has a much higher elevation. Western Brazil has almost no elevation, while some parts of Eastern Brazil have elevations of up to 7,000 feet. Actually overall yes eastern Brazil has high elevation spread out while weastern Brazil only has its mountain range.
