There was no economic impetus to do so. The south was doing very well raising and importing tobacco, cotton and other agricultural outputs. The south also did not have some of the other advantages of the north in terms of a good network of waterways and access to minerals conducive to manufacturing; however, there were places where all that did exist. The south also had a lot more land relative to the north and its population.
