I recently designed a two story brick colonial in PA. The second fllor windows are a few inches narrower and shorter than the first. You cannot tell this from either inside or out because of the perspective. It also makes the interior semetry much better.
If you are talking about a house, the attic would be on the third floor as you have a ground floor (first floor), then a second floor (upstairs) and then a third floor (the attic), However if it was a bungalow, it would be on the second floor because bungalow's don't have an upstairs.
What are the standard heights from the floor to the top of door and windows in residences

What in America is called the 'first floor' is called the 'ground floor' in Britain. The floor immediately above that is the 'first floor', what Americans would call the 'second floor'.
In British English, the term "second floor" is typically referred to as the "first floor." The floor above the ground floor is commonly referred to as the "first floor" in British English.
If there is a tornado you should take your family and pets into the basement (if you have one) or a room with no windows, preferably on the first floor, not a second or third level of a home.
The second floor of a building is often hotter than the first floor because heat rises, and the second floor is closer to the roof where heat gets trapped. Also, the second floor may receive more direct sunlight or have less shading compared to the first floor, leading to higher temperatures.

The floor first mate?
It depends on whether you are in America or Britain - Americans start numbering with the ground floor being called the first story, so the second story is the second floor from the ground. However, in the UK, the ground floor is the first story so that the second story would be the first floor above the ground.
First and second floors. The Eiffel tower has tworestaurants: Le 58 tour Eiffel, on the first floor; and the Le Jules Verne, on the second floor.
Typically, the second floor is warmer than the first floor in a two-story home because heat rises. The warm air from the first floor tends to accumulate on the second floor, making it warmer. However, factors such as insulation, air circulation, and sunlight exposure can also impact the temperature difference between the two levels.
