it can put strain on resources by for example if suddenly 50 people were to just move into a little town then resources would need to be sort of given out equally because if the resource was oil then we would need to be wise about what we would do with it because the more people you have the more resources you use. and for the environment well for example again suddenly 50 people decide to move into a little town well the it would strain the environment because then if there werent eough house or apartment buildings for those people then they would need either to expand which would mean take down so wildlife or build more houses which would mean they would need to take out more of nature than expanding and it would take more time to build houses for 50 people than it would if you were just expanding.
