Unless there were extenuating circumstances such as excessive assets, other income, etc. most people would be able to apply for welfare, who were unemployed, etc. You would need to contact the Human Resources ,or its equivalent in your state, to find out what programs are available to you.

you cannot claim him unless he is physically or mentally disabled. If he is unemployed he can apply for Unemployment Insurance, if he does not qualify he can apply for welfare, with him living at home he will probably get the least amount he is entitled to seeing as he does not have a family to support.

Do the unemployed have to purchase health insurance and will they be penalized if they don't?

There is no penalty until 2014. Health reform allows you to go for three months with no health insurance, and face no penalty/tax. So, if the lapse is three months or less, there is no penalty. An unemployed person would, naturally, have a lower income and therefore might qualify for government subsidies to buy health insurance. The person should go online to the insurance exchange or call the exchange's navigators to apply.
