Los Angele's county has a program called restaurant meal program and it does give the homeless, elderly and disabled the ability to use their ebt card at participating restaurant's. These are the only people that are able to use their ebt card as they can not cook for themselves or have no other means to prepare a hot meal. All other recipients do not have access to use their ebt card at these restaurant's.
