Most state counties have online pages you can go to and either request a copy to be mailed to you with a nominal fee or you can purchase a copy online and since this is a legal document in many cases can't be printed out and must be requested over the phone or in writing. Contact the county where you were born and find out how you can obtain a copy of your birth certificate if you are no longer a resident of that state.

You can get a copy of your birth certificate from the registar of those records in the country where you were born. Depending on the country, you MAY be able to order one (and pay for it, they are not free) on the internet. My wife is a British subject, and when we needed a copy of her birth certificate, we were able to get one from the UK.
