DC has the liability and would pay the benefits, but you could file in either, as there is an interstate agreement where you can file and the place you file contacts the liable state for payment.

You would file in Rhode Island, the "liable state", because it is the one who collected unemployment taxes from your employer.

You can file in either state, however it might depend on how long you worked in OR. My husband and I live in WA but he worked in OR. He was able to file through OR and actually ended up getting more through them than he would have through WA. Generally, unemployment benefits are paid by the state in which you worked. If you live in Connecticut and work in New York you most likely collect unemployment benefits from the state of New York.

Either state, MD would send info to D.C. and D.C. has the liability and would pay the benefit.
If you only worked in Ohio, AND were employed in that state's base period (Ohio would be the "liable state" owing any benefits), and were otherwise qualified under that state's requirements, then you'd file with Ohio. Alternatively, you could file in Indiana and under the interstate unemployment act Indiana would help you get the benefits from Ohio.
