yes u can, but you must have a current Concealed Pistol License (CPL) from Washington or another state that Washington recognizes. If you do not possess a CPL, you may only carry an unloaded pistol in a vehicle. There is no restriction on where inside the vehicle the pistol and ammunition is, as long as the pistol is unloaded.

I am not aware of any required state license for target shooting. states vary as to what is required to buy a pistol as well as age. check with your local police. they can tell you what is required to buy a pistol in your state.

Georgia does require a hunting license to hunt public land. In addition a Big Game license is required to hunt deer (or hogs). Also, since most public land is in a WMA (Wildlife Management Area) a WMA license is also required.
