If it is NOT defined or specified then the courts will usually find any ambiguity in favour of the homeowner. There is also a legal distinction between a 'sump' which is meant to get rid of water and can be inside the structure or outside and a 'well' which can be inside or outside as well. Normally a policy will never cover a well that falls in on itself - this is usually excluded under landslip / subsidence. Sometimes a homeowners policy may cover electrical components inside the well but not the well itself - such as submerged pump if it damaged by fire / impact or power surge (sometimes). If the item (either the well, the pump or it's supporting pipes and attachments etc.) just wears out and fails because it is old this is usually never covered as it is a maintenance issue.
