A 2COP (2 types of alchohol/Consumption On Premesis) license, here in the great state of Florida, is a license to sell beer and wine on-premises. Essentially, it's for a beer bar.

The limitation in a wine based beverage is probably in the fermentation process. You do not need a license to serve alcohol unless you own a business. If you are trying to serve alcohol in your own resturant/club you then need your own license to do so.
