The publication that the Church kept up until the early 1960's was commonly known as the Index or Index of Forbidden Books. This was a list of books that Catholics were only to read if they got special permission from their Bishop. Any reasonable request was usually granted. The phrase "who censors the censors" raises questions about accountability and oversight in censorship practices. Typically, governing bodies, regulatory agencies, or independent watchdog organizations are tasked with monitoring and evaluating the actions of censors. In democratic societies, public opinion and legal frameworks can serve as checks on censorship, while in authoritarian regimes, the censors themselves may operate without oversight. Ultimately, the effectiveness of these oversight mechanisms varies widely depending on the political, social, and legal context.
