I assume you are talking about a drivers license? Dropout, that doesn't effect your driving abilities.
It depends on the state however most states would probably check your record and deny you. By law you must move to another state in order to receive a drivers license from said state. Also, if you put off your fines for too long a warrant could be put out for your arrest.
If you want to get your licnse eventually, yes. You theoretically could get your license when you turn 18, and not take drivers ed, but your insurance would be ridiculously high, and the fact that you're a minor already gives you incredibly high insurance. Your parents wouldn't want to pay that much and neither would you, if you can afford it you should do drivers ed asap because it's a drag not having your license at 17.

it is a mistake to resolve without police. Usually if this happens, it means one party does not have the money/insurance or cannot afford more points on his/her license.

Most states require insurance. You should think of auto insurance as part of the cost of owning a car... if you can't afford the insurance, you can't afford the car and shouldn't have one.
