The passing score on any USPS exam is 70% but as another person stated, they put passing scores into the potential candidate pool and begin from the highest score and work down until they obtain the number of employees that they are going to hire. Whenever they administer another test, those applicants get stacked into the same pool of people that have already taken the test. An example would be if someone took the test in 2012 and scored an 88% and then a year later another person took the test and scored an 89%, the second person who scored higher on the test a year later, still moves higher up the list of applicants.
