An unemployment check is a check issued by the state in which you worked and either lost your job through no fault of your own or, in some states, through special circumstances such as having to leave your job due to a spouse's transfer, etc. To Receive these benefits you usually have to qualify by having earned an income during a base period (usually the first 4 of the last 5 completed calendar quarters), and a minimum amount, and be available, able and actively searching for a full time job, while reporting in each week and reporting any and all income received while getting these benefits. Some states allow you to work part time, for partial benefits, while searching.
