The language spoken in the Persian empires was Old Persian. It was the administrative language of the Achaemenid Empire and the Persian language used in official inscriptions and documents. Later, under the Sassanian Empire, Middle Persian became the dominant language.

The European and Asian empires were echoes of the Alexander empire, which was itself an echo of the Assyrian and Persian empires. The European and Asian empires morphed into the nation-states of today under different political systems, so the link is very tenuous.

A strength of the Persian Empire was that the people were happy. A weakness of the Persian Empire was there were too high of taxes.
It didn't. Both those empires were gone by the time Islam began.
