The prior answer is idiotic and inaccurate. Houses are unfortunately and surprisingly not any cheaper in Los Angeles than they are in the Valley. In fact, the Valley is WAY more affordable than most areas of LA proper. Because of historical segregation and blocking by realtors early on, black people originally settled in Los Angeles (vs. the Valley) and that trend just continues because that's where churches and black-specific services and businesses are located.

However, the following areas are better than some in SF Valley in terms of black diversity:

Woodland Hills

North Hollywood

Sylmar

Sherman Oaks (very expensive, yet has more blacks than cheaper Van Nuys)
