A form of government where leadership has little or no control over the populace is often referred to as a "laissez-faire" or "hands-off" government. In this system, minimal interference or regulation is imposed by the governing authority on the citizens' activities, allowing for individual freedom and autonomy. While this approach promotes personal liberty and limited government intervention, it can also lead to challenges in maintaining social order and addressing collective needs without centralized direction or governance.
Anarchism is a form of government where those in leadership have little or no power over the general population.

What is an economy that has little government control called?
Communism and anarchism have no control over their population, simply because in a communist society (anarchism has the same goal: communist society) there is no state as we know it. On the other hand the governing bodies of this society are the councils of all people in an area, so you could say people have complete control here over themselves. Totalitarianism has a goal of total control but I cannot comment on pluralism.
They are the government, by their nature they control policy of the government in power.
A government that makes all of the decisions and consumer choices are given little attention is an authoritarian government. Communism is just one type of authoritarian government. This is a characteristic of communism, as opposed to capitalism. The drawback to the communist system of government, as usually applied, is that the consumer is subject to the decisions of the government, and therefore to the needs of the populace as a whole. This does not give the individual much control over the type of goods that he is provided. This is more precisely a command economy, which used to be practiced as "communism" in the Soviet Union.
An Authoritarian government demands blind obedience from its populace. They are often identified with leaders that possess a cult of personality or populist traits. Power is concentrated and centralized. There is zero opposition tolerance and little or no regard for human rights.
that people can do whatever they want with the government having little to no control over their choices
It is known as a totalitarian state.
Yes, that describes a totalitarian government. In such systems, the leadership seeks to control all aspects of public and private life, often through propaganda, censorship, and repression of dissent. Citizens are expected to submit fully to the authority of the state, leaving little room for personal freedom or individual rights. Examples include regimes like those in North Korea or historical examples such as Nazi Germany and Stalinist Soviet Union.
