It established a territory from Asia Minor to the Indus River. Within this territory it attemped to maintain peace, prosperity, security and used local government to rule, under Persian provincial governors (satraps).
The language spoken in the Persian empires was Old Persian. It was the administrative language of the Achaemenid Empire and the Persian language used in official inscriptions and documents. Later, under the Sassanian Empire, Middle Persian became the dominant language.

The language of the Mughal Empire, and therefore of the Mughal Court was Persian and Chagatai initially. Later Urdu was also used.
The Persian Empire was not easy to rule. It comprised many different peoples with differing languages, customs and competing against each other, and surrounded by peoples who would like to prey on them. And the territory was spread over five thousand kilometres. It was the system of government which the Persians used which worked - retain customary local governments, under control of Persian provincial governors and a cetral overall government.

The term Persian Empire is loosely used to cover several periods. The real empire of the Persians was 550-321 BCE. Other peoples took over Persia, starting with Alexander the Great.
