An organization has a chain of command so that it can function. Rather than have each person do his own thing, it is best to have each one fit into the organization and accomplish its goals. This is especially true when there is one project to be accomplished.
Normally, when we think of chain of command, we think of the military. During the American Civil War at the Battle of Vicksburg, the Southern Armies were led by Generals Pemberton and Joseph E. Johnson. Both reported directly to President Jefferson Davis. He did not use the chain of command even though General Johnson was on site. Their combined armies were larger than General Grant's army. Because President Davis refused to combine the armies and use a chain of command, General Grant won the battle.
In World War 2 at the Battle of the Bulge, the Allies' lines were in shambles. General Eisenhower put General Montgomery in charge of the Western Front. Monty told each General where to move his army. Thus, the armies operated as one. The allied forces defeated the Germans.
In any line of work one person is usually responsible for the overall operation (CEO). In a large organization, he (or she) will have others responsible for smaller areas, who may have others responsible for even smaller areas. Then finally come the workers.
If you are in the army and some officer tells you to go one place, you normally do not! No. You do what the officer in your chain of command tells you to do. That way you do not get constantly jerked around.
If you are a store clerk selling men's shoes. You work for the manager of the men's shoes department. If the manager of the women's dresses department says, "Come sell women's dresses." You do not do it. You do not get jerked around. You know your job.
Likewise, if you are responsible for putting engines in cars on the assembly lines and one of your workers decides to work in the paint shop, you chew out that worker. You need him to put engines in cars. You can not have the help working wherever they feel like working.
