Yes Rice flour is gluten free, I do all my baking with rice flour and I have never had a problem with it. Just to be on the safe side, check the ingrediants, incase there is something like Barley Malt Extract, or Malt Extract.

Im sorry to say but it is not glutin fee. but if you wish to have it there is a way to make it at home without glutin! and im not sure how.
