In KS, this would fall under the child endangerment law. There isn't another specific law yet about when, how long, how old, etc you can or can't leave a child in the car. But under child endangerment, the officer can arrest the caregiver and take the children into custody.

There are no laws that state what age is appropriate for a child to be left alone nationally, so each state has their own guidelines. The state of Kansas recommends a child be 12 years old prior to being left alone.
The only way to "turn them off" would be to modify the wiring system. Unless you are a professional and have the wiring diagrams for the truck, I would recommend leaving the system alone.
