I would assume you are asking about a typical sink such as kitchen or bath the divert er is in the faucet head and can be removed and cleaned of deposits USUALLY by unscrewing the piece where the water comes out of the faucet. In some but not all faucets the divert er could be the valve that directs the flow towards the faucet head. Any more with almost everything coming from different countries (goods manufactured one place and paper directions from another) its difficult to understand. YOU HAVE TO KEEP AN OPEN MIND. Hope this helps.

The diverter in the faucet is sticking. Instead of the water coming out of the neck of the faucet it is trying to go two places at the same time. This causes turbulence and the hammering.
