People who are truly blind cannot tell if a room is lighted or dark. They use their other senses and so are not "afraid of the dark." They may fear other things associated with not being able to see their surroundings.

There are, however, people who are "legally blind" but have some minimal ability to see, or to sense lighter and darker environments. Some of them might be afraid of the dark
