PPO is always better you pay more for it but it pays off as soon as you use it
I don't know about insurance, but a Discount Dental Plan will reduce the cost greatly. There are many to choose from and a search for "Discount Dental Plans" will bring a lot up. Dentalplans.com is a site that compares plans in your area, but is not a list of all plans available. mybenefitsplus.com/40371369 is another site you might want to check out for a plan not listed on the first site. Discount Dental Plans are a lot like an HMO in that they have providers you must go to, so be sure to find out where those providers are. I think all the plans offer discounts on braces if they are not already in progress when you get the plan.
The decision between a PPO (Preferred Provider Organization) and an HMO (Health Maintenance Organization) dental insurance plan depends on individual needs and preferences. PPO plans typically offer more flexibility in choosing providers and may have higher premiums, but lower out-of-pocket costs for services. HMO plans often have lower premiums and require members to choose a primary care dentist within a network for referrals to specialists. Ultimately, the best dental insurance plan will vary based on factors such as budget, desired provider choice, and coverage needs.
Most major health insurance carriers also offer dental in HMO plans. Blue Cross and Blue Shield, as well as Anthem, offer this protection. Metlife also offers dental HMO plans.

It means you each have a different insurance company. If you had both HMO dental coverage and Delta Dental (and the veteran in me has to ask: "for God's sake, WHY Delta Dental?") active at the same time, that would be dual coverage.
Most companies offer stand alone dental insurance. At BlueCross Blueshield of Florida, we offer dental insurance as little as $10.65/month for an HMO plan and $23.03/month for a PPO plan. If you are in Florida, see my profile link below, or check with a BlueCross BlueShield agent in your state.
Ask the insurance provider and they will provide you the closest doctor in my HMO Health Plan

Each HMO plan is different. Most are less flexible then PPO plans and have certain restrictions on them.
If you are employed you can get your HMO through your employer. You can also get an HMO if you are not employed, however it will cost you more since an HMO is a shared cost among many people in the company.
There are a variety of Medicare HMO plans that are available for all kinds of incomes. Under the new Obama health plan, everyone should be available to get a medicare HMO plan.
They are operating, don't know if as HMO.
