No. Semen contains: citric acid, free amino acids, fructose, enzymes, phosphorylcholine, prostaglandin, potassium, and zinc.

There have been some studies that show that ingesting zinc can help symptoms of a cold. However, other studies have shown that is not yet proven to the satisfaction of all involved in these studies. In that way, some people may have made that connection between zinc in semen and treating a cold. It is a risk I wouldn't take, since oral sex can also spread STDs. I don't want to think about a raw sore throat getting those kinds of germs mixed in with whatever is already causing a problem.

Additionally, semen may even cause a sore throat as it contains enzymes that interact with mucous membranes. These enzymes help to facilitate successful fertilization in the womb, but they can also affect the mucous membranes of the digestive tract and throat when swallowed, which can cause indigestion, stomach pain, and possibly a sore throat.
