These days the majority (97%+) of younger (ie under 40) British males are not circumcised. Unless medically necessary the National Health Service will not provide this surgery because the British Medical Association and medical colleges (which supervise and validate specialty training - eg for surgeons, paediatricians, urologists, family doctors etc) regard the routine, not clinically necessary, circumcision of infants and minors as unethical. In an average year NHS doctors (nearly always specialist urologists) perform 30,000 medically necessary circumcisions. Parents wanting their sons circumcised for religious reasons usually have to pay directly, and generally will get the service from Jewish or Muslim doctors who perform such surgery "privately" - ie outside the NHS system.

The circumcision rate is higher among older men, especially those over 45, because until the late 1960s most NHS hospitals did offer routine infant circumcision for newborns as a parental choice. Like many of my age (50+), I was circumcised shortly after birth, but in recent decades the trend has been away from routine infant circumcision, with a steady decline since the 1960s. This was evident when I was at secondary school in the 1970s: of those 4-5 years older than me (ie born in the mid 1950s) over half were circumcised; about a third of my age cohort (born 1960-61) was circumcised, whereas among those a few years younger (born mid 1960s) the rate was only about 10%.

These days, generally, only Jewish and Muslim boys are circumcised, plus, of course, those who have a clear medical need for it. A few adults get circumcised for other reasons - aesthetic, or whatever, and a lot of gay men seem to opt for it. Overall, therefore, it's safe to state that most younger British men are uncircumcised, the exceptions being Jews, Muslims, and those aged 45 plus.
