Usually, yes. As long as the remaining testicle is fertile, and the man is producing sperm actively, he should be able to reproduce. As long as sperm is being produced and the man is able to ejaculate normally, there is no reason he should be unable to have a child. The second testicle is really only there as a backup; only one is needed to house sperm.

A Cryptorchid is a male horse who has at least one testicle that was retained in the abdomen. Normally a colt's testicles will descend or "drop" at about 1 year, and a ring (Inguinal ring) closes above it to keep it in the scrotum. Sometimes the ring closes and leaves the testicle in the abdomen instead of the scrotum.
