Probably not. Herpes doesn't often occur on the inside of the mouth. The white dot could be an infected taste bud or some other bacterial infection. You can always have a doctor check it out to be sure.
If it goes away it could be from a bite like a blood blister. It could also be an amalgam tattoo this is permanent.

No the discharge that comes out of Herpes is a clear white fluid, if the discharge that you see is white in color it is not herpes.
