I don't believe there is a link, unless you are using such hot wax that you are burning yourself. Cancer is caused by damage and mutations in the DNA, so unless you are damaging the bottom layer of the skin, waxing should not have any effect on the development of cancer.
However, tanning (both under the sun and in a tanning bed) is strongly associated with the development of skin cancer.
Yes, some chemicals can give you skin cancer.

The purpose of a tanning bed is to give you a tan. Tanned skin is damaged skin - any dermatologist (or doctor of any kind) will verify that. The more often and deeply you tan, the greater your risk form skin cancer later in life. Tanning - in a tanning bead or elsewhere - cannot be said to "give you cancer", but it unquestionably increases your risk of developing skin cancer.
Too much exposure to the sun without protection can give you skin cancer (melanoma).
It can give you a sunburn, give you cancer, and otherwise damage you skin.
Threading is better for every sensitive skin type, but even though waxing and threading are the same for every other skin.
