If by combo you mean you can Surgical Extraction to trigger the Archive Trap, then no. The Archive Trap triggers when an opponent "searches" their library, not just when they "shuffle." When you cast Surgical Extraction you're the one doing the searching, the opponent only shuffles when you're done.
Now if you mean can you Archive Trap and then Surgical something that has been placed in their graveyard to remove it from their deck, well certainly!

this is a combo i often use. it requires the trap card "bad reaction to simochi" (continuous trap card lod-093) and card that increases your opponent's life points.
