No. HIV is only transmitted through vaginal and anal sex. Saliva not only doesn't carry HIV but it also carries enzymes that render HIV, if it were present, ineffective. Even if this person had blood in their mouth from a cut or sore, it wouldn't be a risk. Unless the burn was opened, profusely bleeding, and you had just punched the other person in the mouth repeatedly beforehand, you weren't at risk.

If a guy with HIV gets scratched with a nail and the blood on that nail dried up and there is no drop of blood on it and someone gets scraped with that nail will he get HIV?

Can you get HIV if a person with HIV scratches you?

There is ZERO risk from getting scratched even if there is fluids on there nails, HIV is rendered inactive and unable to infect once exposed to air. Unlikely, but not impossible. HIV is spread by the transfer of bodily fluids. If you get scratched hard enough to bleed, then there's an open path into your blood stream. If the one doing the scratching would have fresh blood or semen (from themselves) on their nails when they scratched you there is a small possibility.
