I wrote this from the standpoint of you have no large open sores or STDs like herpes / syphilis that cause open sores on the penis. That is the only time you are truly at risk when you are a top.

Unless you have cuts on your penis or STDs with open sores, I really think it is not possible to get HIV from topping someone. I haven't met a person who has said they were infected as a top who I believed was never drunk / high and thus could have forgotten that they had sex or who I believed was truly always a top, or who I believed couldnt possibly have had sex as a bottom where the condom broke, or who I believed definitely did not have an STD on their penis, or who I believed never had ejaculate in their mouth.

It seems to me that there is a higher chance that the CDC or public health authorities in general are exaggerating the risk (or unknowingly propagating an exaggerated risk) just so that people who didn't realize they were positive wouldn't accidentally infect someone else. Yes, I think there is a higher chance of that then there is of getting HIV by topping. Also - think about it, everyone condones receptive oral sex like it is way less dangerous. Unless somebody ejaculates into the guys anus before you penetrate, you are not going to come in contact with enough virus. Unless maybe they bleed all over you. But when you are giving fellatio and someone ejaculates in your mouth, they are shooting all over tissues that could have microscopic cuts, there are mucous membranes, etc. And the authorities say that is not very dangerous. So come on. Unless something totally awfully unlucky and really hard to have happen happens, You cant get HIV from topping (except with caveat I included in first paragraph).
