Because your muscle controls cannot overide the brains ability to ensure the safety of the body. It will make you breathe, even if under water. Its called the self preservation mode. Its also why you can survive with one punctured lung, the other lung will work twice as hard to keep you alive. The body has mant redundant systems of this nature. Its also why you get frostbite. The brain knows that you can live without your fingers and toes and even the tip of your ears and nose. It conserves heat by stopping blood flow to these areas to preserve the bodys thorax where most of your life sustaining organs are found. The brain is the last to die.
