Considering high heels have nothing to do with the urinary system, I don't see why not.
Unless you're wearing them wrong (hint - they go on the feet).

I'd imagine they would make your legs a bit "higher" when you're doing your business, but it shouldn't affect your ability to urinate (they may affect your "aim" if they are very, very high heels).
If your heels do, somehow, interfere with your ability to urinate, simply take them off until you are done.


However if you're asking about urinating into someone else's actual shoes, I'd advise against it. You could get in trouble with the law (there is DNA in urine).
If you're asking about urinating into your own actual shoes, well, a little (very) abnormal but, each to their own, I suppose.
