Flashing lights and strobe lights affect people who have a form of epilepsy known as photosensitive epilepsy. Most people with epilepsy do not have that form, so there is no problem in them watching fireworks. Even those that have photosensitive epilepsy might not have much problem, as it is usually close and intense flashing that can cause their seizures, and not watching something like fireworks at a distance.

You can watch fireworks on the 4th of July in Arizona at various locations such as Tempe Town Lake, Lake Pleasant, and Tumbleweed Park in Chandler. Check local event listings for specific details and times of the fireworks displays.
Family members will usually watch out for someone who has epilepsy. They will learn what to do as they get used to the person's seizures. As they do, it becomes less of a problem within the family. The severity of someone's epilepsy will be a factor. The milder someone's seizures are, the less of a problem it will be.

If you mean during the Fireworks Festival, go to the Beach between 6:00 pm and 9:00 pm. Talk to a bachelor that has Green Heart or higher. He will invite you to watch the fireworks with him. If you say yes they will automatically start. If no bachelor has a Green Heart for your character speak with everyone there and then the fireworks will start. You will watch them with Cassey and Patrick.
