I would say more likely to tell the truth. When someone is drunk they are less inhibited when telling the truth because their mind is no longer thinking about the consequences of what they are saying. Of course this differs depending on how drunk the person is. If they are just tipsy then chances are they still have complete control over what they're saying and so may be lying.

to be honest that depends on the person being drunk, everyone reacts differently to alcohol,and there is also the frame of mind at the time, that makes a difference, ie if your happy you are not going to be as aggressive and probably lovey, if your depressed you will probably cry more and get angry, etc.
people tend to use alcohol as an excuse to say hurtful things or even overly nice things(ie how pretty you look, smell) and do things they wouldn't normally. alcohol lowers the inhibitions in the brain you don't CARE if you hurt anyone or even yourself so it doesn't necessarily mean they are being truthful but they maybe opportunistic instead.
