Absolutely. Every person has a functional range for blood pressure. If it is too low, then perfusion (particularly to the brain) is inadequate, causing fatigue and dizziness. This pertains to every tissue in the body, too. So if your pressure is too low, then perfusion to your periphery is reduced, which means less blood flow to your muscles (and fatigue and cramps on your muscles). If it is too high, then you run the risk of damaging particularly the small blood vessels that are in every organ. If it is high enough, it may rupture any of the great vessels in your body, which is generally fatal if not acted upon immediately.
