Yes it does. If we didn't have a nervous system then we would lose the ability to feel anything...pain, cold, heat, etc. So when these things do happen the nervous system is what causes you to feel these things by sending messages to the brain and letting the brain inform the body that something is wrong. Cells move out of the cells body and move through axons to the brain.

There are two parts to the nervous system, the Central Nervous System (CNS) [The brain and the spinal cord] and the Peripheral Nervous System (PNS) [The neurons]

When a body senses a stimuli (for example: hand touching a hot object), the receptor (skin) passes this information to the spinal cord via sensory neurons. The relay neurons are located in the CNS, they connect the sensory neurons and the motor neurons.

In the spinal cord, the message will be sent to the brain - which will decide the appropriate action to be taken. This information will then be sent to the effector (arm muscle) via the motor neurons to move the hand away.

So technically, the brain is part of the nervous system (CNS), and it does 'tell' the nervous system (PNS) what to do.
